PROBLEM TO BE SOLVED: To enable a cement-based safe material to be produced of general incineration ashes of municipal refuse without polluting the environment by heavy metals and dioxins in the future. SOLUTION: The method for treating incineration ashes is pretreatment for detoxifying incineration ashes. Discharged incineration ashes is maintained at constant temperature and constant time in the space of a deoxygenated state insulated from the outside air and treated. Before this treatment, incineration ashes is previously applied to crushing treatment to enlarge the surface area and regulated to about 10 mesh and maintained at 400-600 deg.C for 40-60 minutes. In the case of treatment, a second kiln is used in combination with a first kiln. After prescribed time elapses, temperature is lowered to 18010 deg.C in the deoxygenated state.
