PROBLEM TO BE SOLVED: To provide a method capable of recovering effective component ions of an electrolytic phosphate chemical conversion treatment bath without performing waste water treatment and of recycling the same.;SOLUTION: The electrolytic phosphate chemical conversion treatment bath which contains phosphoric acid ions and phosphoric acid, metal ions making films by forming phosphate crystals, metal ions reduced in the cation in a solution to constitute the films as metal, and ions participating in the reaction that the dissolved phosphate and respective metal ions form the films and does not substantially contain the ions not participating in film formation is used as the electrolytic phosphate chemical conversion treatment bath. The aqueous solution of a rinse tank subjected to dilution cleaning is electrodialyzed by bringing a electrolytic phosphate chemical conversion treating solution sticking to a treated item after the chemical conversion treatment into contact with the aqueous solution, by which the effective components in the aqueous solution are recovered.
