PROBLEM TO BE SOLVED: To provide a safe and sure regular user certifying device by distributedly storing information required for certification on plural cards and establishing the certification when all the distributed certification information satisfying stored certification conditions are detected. SOLUTION: A main card 1 is a card storing certification information and information for function as a card on a storage medium. A slave card 2 is a card storing certification information or the like and a non-contact card capable of extracting information stored on the card with no contact. A terminal information processor 6 receives information read out of the main card 1 by a main card reader 2 and information from a password number input machine 4 or the like, receives this information and information from the slave card 2 and sends information for certifying the regular user through a communication line 7 to a central information processor 8. Corresponding to this information, the central information processor 8 certifies the regular user and sends the result to the terminal information processor 6.
