PPROBLEM TO BE SOLVED: To provide mountless label base paper capable of printing by various kinds of systems such as thermal transfer, electrophotography and ink-jet and forming a mountless label on which display with durability even under outdoor use is performed, and the printing and issuing device. PSOLUTION: The mountless label base paper 10 is composed by temporarily attaching a display sheet 11 for which a release agent layer 2 is provided on one surface of a transparent base material 11 provided with a display part 6 on the other surface and an adhesive sheet 12 for which a hot melt adhesive material layer 5 is formed on one surface of an intermediate base material 4 and an adhesive material layer 3 is formed on the other surface through the release agent layer and the adhesive material layer. The printing and issuing device is provided with a thermo-compression bonding means for issuing the mountless label by using the mountless label base paper 10. PCOPYRIGHT: (C)2003,JPO
