PROBLEM TO BE SOLVED: To provide technologies for changing the route and capacity of a low-order layer path without losing the traffic of a high-order layer in accordance with the traffic volume over a high-order layer network and the situation of utilizing resources over a low-order layer network.;SOLUTION: The method of changing the path capacity and path route is provided, in a hierarchized network including the node device provided with a function for distributing high-order layer traffic to the member paths of the low-order layer path, the number of required member paths is determined from the high-order layer traffic, the routes of the member paths as many as the required number are searched by using the situation of utilizing resources over the low-order layer network, the member path to be extended or to be deleted is determined in accordance with the result of the route search and the setting situation of existent member paths, and the member path to be extended is extended.
