PSOLUTION: In a voice recognition and dialog device which generates feature data by analyzing an inputted sound signal and compares the voice feature data with standard voice feature data of recognizable words and which, when the input sound signal is a recognizable word, outputs word detection data to the word and which receives the word detection data and understands the meaning of the input voice by a voice understanding and dialog control part 5 and which determines and outputs the contents of a response corresponding to the meaning and an input sound signal POWER detecting means 9 which detects POWER of the input sound signal based ON the sound signal waveform of the input sound signal is provided in the device and when the device is in the sleep mode and in the case where the POWER of the input sound signal is equal to or higher than a predetermined threshold and also the input sound signal is judged to be a voice of a recognizable word and the device is turned into the operation mode from the sleep mode.
