PROBLEM TO BE SOLVED: To provide a recorder and an editor which generates a stream after editing from an original stream without attending the deterioration of picture quality and sound quality and the change of data length. SOLUTION: A recorder 4 which records a stream including pictures, sounds, or captions in the MPEG system is provided with an encoding circuit 1 which encodes data of pictures, sounds, or captions, an additional stream area generation circuit 2 which generates and encodes at least one of non-display picture data, silent data, and non-display caption data, and a multiplexing circuit 3 which multiplexes encoded output data from the encoding circuit and the additional stream area generation circuit 2 to generate a stream having a recorded packet and a packet which is scheduled to be added.
