PROBLEM TO BE SOLVED: To specify a call-associated resource which is to manage on an SIP-ALG, when referring to the resource, even if the resource is linked to a plurality of NAT/FW devices or the like, and to delete the call-associated resource which relates to the plurality of NAT/FW devices or the like, for each of the NAT/FW devices or the like.;SOLUTION: IP addresses of NAT/FW devices (12), (22) are set to encapsulating portions of encapsulated SIP signals transmitted from the NAT/FW devices of transmission sources. If an encapsulated SIP signal is received in an SIP-ALG (51), the IP address of a NAT/FW device is acquired from its encapsulated portion as counter device identifying information. Furthermore, call identification information, such as Call-ID which is set to a SIP layer, is acquired and a set of the counter device identifying information and the calling identifying information is defined as key information for calling-associated resource management.
