PROBLEM TO BE SOLVED: To provide a backfilling member capable of easily and surely bringing a pressure receiving plate into close contact with a slope, and a backfilling construction method using this member.;SOLUTION: When stabilizing the slope by fixing the pressure receiving plate 4 to the slope 1 by using an anchor 2 installed in the ground by using the backfilling member 3 having a deformable wrapping bag 11 housing a porous substance 12, and having only gas permeability, the backfilling member is arranged between the pressure receiving plate and the slope.
