PROBLEM TO BE SOLVED: To attain data communications without delay by preventing the occurrence of fluctuations. SOLUTION: In the case that a cell transmission scheduler 101 receiving data from a PBX 105, a leased line router 106, an FR router 107 and a LAN 108 transmits a corresponding ATM cell to an ATM channel 110, the cell transmission scheduler 110 adjusts transmission start timing of ATM cells transmitted at an equal interval via each VC so that they do not collide with each other and transmits them to an ATM network via each VC.
