PROBLEM TO BE SOLVED: To obtain a high porosity, resistance to water and highly lustrous property by a method wherein dispersion solution containing inorganic fine particles, whose surface is anionic, is added to aqueous solution containing water soluble cationic polymer having the number average molecular weight lower than a specified value, to disperse the same. SOLUTION: In cationic composite fine particle dispersion solution, dispersion solution, containing the dispersion solution of various kinds of natural or synthetic anionic inorganic fine particles other than silica, calcium carbonate, titanium oxide, zinc oxide or the like, is added to water solution, containing water-soluble cationic polymer of the monopolymer of monomer having a quaternary ammonium base or the copolymer of one or more than two other copolymerizable monomers having the number average molecular weight of less than 100000, to permit dispersion. According to this method, a high porosity, resistance to water and a highly lustrous property can be obtained.
