PROBLEM TO BE SOLVED: To provide a soil liner layer which is provided with hardly water permeable properties and excellent toughness and ductile deformation performance in combination and eliminates the need for compaction and moisture content management for a liner facility construction or backfilling in a waste disposal plant.;SOLUTION: This soil liner layer 23 is formed by mixing solution type active silica 22 into the soil consisting of coarse particles 21 alone or the soil prepared by mixing the coarse particles 21 and fine grain components 24 as the liner material to be laid. The above layer has the hardly water permeable properties and excellent toughness and is provided with the ductile deformation performance in combination by evading the brittle destruction against repeated loading, etc., thereby averting and reducing the risk due to fluctuation in the density and moisture content of the mixture.;COPYRIGHT: (C)2003,JPO
