PROBLEM TO BE SOLVED: To provide an electronic voting system capable of securely transferring the right of a secret key of a reception device and a voting device for verifying the validity of the voting card from a voting manager, or a responsible person of a polling place to a receptionist using an IC card.;SOLUTION: A password of the reception device preset by the receptionist for starting the reception device and a secret key of the voting responsible person are used as the password for activating the secret key for creating a signature registered in the reception device 100 and the voting device 300.
