PROBLEM TO BE SOLVED: To obtain a transdermal absorption promoting agent or a transdermal absorption controlling agent which selectively and efficiently permeates only an objective pharmaceutical into a target site in skin and can maintain the effective concentration for a long time, and to provide a skin care preparation which contains the pharmaceutical and the transdermal absorption promoting agent or the transdermal absorption controlling agent.;SOLUTION: The promoting agent or the controlling agent consists of a hydrophilic polyglycerin-modified silicone.
