PROBLEM TO BE SOLVED: To improve a scheduling method for packet transmission on shared downlink channels.;SOLUTION: This scheduling method has a step for receiving quality of service requirements of each data flow including a protocol data unit(PDU), a step for deciding the priority order of a PDU to be subjected to a service to transmit data on a communication channel, and a step for performing a PDU service on the basis of allocated radio resource constraints by dynamically creating transport block sets(TBS) to be transmitted to a physical layer(PHY- layer) with regard to the defined priority order.;COPYRIGHT: (C)2002,JPO
