PROBLEM TO BE SOLVED: To perform safe system operation by restricting the operation of an on-vehicle monitoring device in accordance with a vehicle environment. SOLUTION: A vehicle managing device 2 is provided with a storing part 25 for storing at least one condition about a vehicle environment that can operate the on-vehicle monitoring device mounted on a vehicle and a controlling part 26 for operating the on-vehicle monitoring device in accordance with an input from a terminal device. The controlling part 26 operates the on-vehicle monitoring device in the case vehicle environment information (for instance, information of vehicle position and present time) transmitted from the on-vehicle monitoring device satisfies the whole conditions about the vehicle environment. As the conditions about the vehicle environment, for instance, a condition of a vehicle position and a term condition which can operate the on-vehicle monitoring device can be considered.
