Safe electronic transaction system for e.g. purchasing goods via internet, involves paying cash to bank which issues multiple digit ticket valid for limited period and PIN code

In order to make the transaction, the customer pays the required sum of money for e.g. an airplane ticket to their bank, which then issues a 23 digit ticket valid for a limited period of e.g. 3 days and a 4 digit PIN code which can be changed by the customer. The ticket can then be used in restaurants, shopping centers etc. or on the internet to pay for goods and services. In order to make the payment the customer needs to provide the 23 digit ticket number and PIN code.
