The present invention provides a panemone-type vertical axis windmill rotor, comprising a vertical rotor shaft and at least one independent, self-actuating and vertical -axis balde-cum-spin actuator module connected by a rotor arm. The said module may comprise at least one vertical axis spinning blade and a ruddr means coupled through a suitable speed reduction means so that one full rotation of the balde about its spin axis. The module accorcding to another embodiment of the invention, may comprise at least one vertical axis spin blade and a sensing rudder coupled through a drive motor provided with control means so that one full rotation of the motor arm causes half a rotation of the blade about its spin axis. The said speed reduction means may be of any known type, for example. A gear train or a sprocket and drive chain or a coaxial gear or spur gear train.
