A protective helmet system having multiple components is disclosed. A moulded rigid protective shell (1) is worn by a user. This "level 1" shell has a peripheral flange that provides front and rear protection to the user. An additional "level 2" shell (8) has a corresponding flange so that the two shells are nestable and able to be worn in combination to provide an aggregate level of impact resistance.
