The buoy includes guides for the vertical movement of the buoy, and a volume and tubes for making the buoy float at sea. The buoy can slide along the tubes which are properly laid on the rock foundation of a marine bed. The tubes have internal walls formed with dented racks and gears which are linked to the shaft of a generator for producing electricity. An inertia control wheel is provided for control of the buoy. A coupling is arranged on the shaft of the generator to maintaining rotation direction and the descending movement of the buoy. Ground and power wirings are connected to the generator. Supports are also provided for the generator.
