The system allows carbon dioxide produced in fuel processing to be dissolved in low pressure seawater. Dissolution is performed in a static mixer of a dissolution circuit and a solution is expelled through a volumetric type energy collector. Two storage cells temporarily store water and the solution. A sliding piston rod in a pump is driven by a drive cylinder to open and close the valves and allow passage through the storage cells and dissolution circuit and external expulsion of the solution.
