A fluorocarbon (FC) emulsion, comprising: a hydrophilic liquid phase immiscible with continuous FC; and a dispersed phase comprising FC suspended in the form of drops in the continuous phase; the emulsion further comprising an emulsifying agent and a stabilizing agent, where the stabilizing agent reduces the ability of the FC drops to move within the continuous phase, where the stabilizing agent is selected from a group consisting of cetyl alcohol, stearyl alcohol, alcohol Behenyl, glyceryl stearate, polyoxyethylated fatty acid (PEG-75 stearate), polyethylene glycol ether of cetyl alcohol (ceteth-20), polyethylene glycol ether of stearyl alcohol (stearech-20), and mixtures thereof.
