A semiconductor integrated circuit device includes a feature quantity extraction unit (32) and a parallel processing device (40). The feature quantity extraction unit (32) extracts a feature quantity by executing a statistical process with respect to image data of a digital format. The parallel processing device (40) includes a plurality of processing units (41). Each of the processing units (41) executes a process relating to the image data using the feature quantity. Each of the processing units (41) includes a retaining circuit (42), which retains the feature quantity extracted by the feature quantity extraction unit (32), and executes the process using the feature quantity retained in the retaining circuit (42). The feature quantity extraction unit (32) executes an arithmetic operation independently from the parallel processing device (40).
