An implementation method and an implementation system for the time-shifted TV, the method includes: playing the direct broadcast program of the predetermined time-shifted frequency channel in real time by the video server system, and simultaneously recording and storing it; establishing the direct broadcast channel between users’ terminals and the video server system, and viewing program which is played in real time; and establishing the time-shifted channel, and demanding and playing back the recorded program on said time-shifted channel through various control operation.
