To shorten the time period for analyzing a consumed power. On a design circuit having a characteristic signal to specify the action mode of a circuit block, the action number of the characteristic signal is measured (at Step S2) for each unit analysis section to analyze the consumed power. On the basis of the measurement result of the action number of the characteristic signal, it is decided (at Step S3) whether or not the action number of the circuit block having an action mode regulated by the characteristic signal is measured. Only in case it is decided that the action number of the circuit block is measured, the action number of the circuit block is measured (at Step 4).
