A voice judging system capable of judging that noise having a feature value judged to be similar to that of a voice by temporarily local analysis can be correctly judged to be a non-voice signal. The system comprises feature value extracting means (421) for extracting a time series of feature value by analyzing sound signal inputted from sound signal input means (410), sub-word boundary score calculating means (424) for calculating the time series of a sub-word boundary score by referencing a voice sound model stored in a sound model storage means (431), temporal regularity analyzing means (422) for analyzing the temporal regularity of the sub-word boundary score, and voice judging means (423) for judging whether the inputted sound signal is a voice or non-voice signal by using the temporal regularity of the sub-word boundary score.
