Load statuses of computers are acquired by a load information acquiring unit, and a data allocation calculation unit (5) calculates and determines data allocated to the computers to equalize the loads of the computers based on the acquired load information, and moves data between the computers to equalize the loads of the computers. Furthermore, a process control unit generates a new process and deletes an existing process. Data is received from an existing process when a new process is added, and relative data is moved to another process when the existing process is deleted, so that process control which does not depend on the architectures of the computers is realized.
