A servo control device for performing servo control to record information in an optical recording medium having a lot of information layers by enabling light to stably and quickly reach an desired layer, even if the types of the information layers are different, an information reproducing device, a servo control method, an servo control program, and an information recording medium where a servo control program is recorded are provided. The servo control device has a constitution in which when the types of layers of an information recording medium identified by identifying means are different from one another and when the focus position of light emitted from light-emitting means is moved across the information layers, control means controls the rotational speed of the information recording medium to the one of when the information recorded in the movement-destination information layer is reproduced by means of rotating mean and moves the focus positions to the movement-destination information layer by means of moving means.
