Information on outdoor air temperature in the periphery of a mobile body is acquired by a temperature information acquisition section (101), and at the same time, a GPS signal is received by a receiving section (102) and a first speed is calculated by a first speed calculation section (103). Then, information on the speed of the mobile body is acquired by the speed information acquisition section (104) from a sensor mounted on the mobile body, and a second speed is calculated by a second speed calculation section (105). A determination section (106) determines conditions of a road surface on which the mobile body is traveling and provides the result to a user, where the determination is based on the information on the outdoor air temperature, the first speed, and the second speed.
