A wireless network and a network planning and optimization method is disclosed, in which method, adding a terminal receiving unit in each base station within the wireless network, and the said module obtaining the downlink signal information of the neighbor base stations dynamically by means of the cell search function and/or broadcast channels. Each base station reports the obtained downlink signal information of the neighbor base stations to the RNC it belongs to, and the network planning and optimization processing module in the RNC implements the network planning and optimization in accordance with the downlink signal information reported by its dependent base stations. With the invention, the wireless network could be adjusted and optimized in real time.
