A method for optimizing WS(Write Strategy) according to adaptive WS learning and an optical writing device by using the same are provided to perform additional WS learning by using the spare time generated during the recording of user data. A control member stores the WS obtained through the WS learning performed in the TA(Test Area) of an optical disc(S210). The control member discriminates whether a constant amount of UD(User Data) are stored in a UD buffer arranged in a recording processing member(S220). If a constant amount of UD(User Data) are stored in a UD buffer, the control member writes UD according to the stored WS(S230). When the writing operation of the buffered UD is completed, the control member controls the writing of RI(Recording Information)(S240).
