A device and a method for normalizing illumination, and a face recognition device and a method using the same are provided to normalize the illumination to make an illumination condition of each image stored in a registration database agreed to the illumination condition of an inputted image without respect to the illumination condition of the inputted image. An illumination normalization coefficient obtainer(200) obtains an illumination normalization coefficient from the first face image by using a basis vector. An illumination normalized image obtainer(240) obtains an illumination normalized image of the second face image by using the basis vector and the illumination normalization coefficient. The illumination normalization coefficient obtainer includes the first face expression coefficient calculator(210) calculating the first face expression coefficient for the first face image by using the basis vector, and an illumination normalization coefficient calculator(230) calculating the illumination normalization coefficient from the basis vector, the first face expression coefficient, and the first face image.
