A method for manufacturing a photocatalyst by using a carbon-doped titanium dioxide photocatalyst and a photocatalyst manufactured by the same are provided to improve a pore structure and maximize photo reactivation under visible rays by adding a carbon-doped precursor, acac(2,4-Pentandion), and simplify a process and utilize inexpensive materials. A first intermediate matter is obtained by dissolving titanium isoproxide which is a photocatalyst, in an organic solvent. A second intermediate matter is obtained by adding acac(2,4-Pentandion) which is a carbon-doped precursor, to the obtained first intermediate matter. A third intermediate matter is obtained by adding distilled water to the obtained second intermediate matter and inducing a hydration reaction and a condensation reaction. A photocatalyst is obtained by crystallizing the obtained third intermediate matter.
