Provided is a method for removing mercury in exhaust gas by applying an AC high voltage to a dielectric barrier reactor filled with a TiO2 photocatalyst, thereby generating non-thermal plasma. The method for removing mercury in exhaust gas comprises the steps of: generating non-thermal plasma by applying an AC high voltage to a dielectric barrier reactor filled with a TiO2 photocatalyst when air comprising mercury flow in the reactor; and oxidizing elementary mercury while exciting a TiO2 photocatalyst using chemical active species and ultraviolet rays generated in the reactor by the non-thermal plasma. The AC high voltage is in a range of 0 to 40 kV. The chemical active species are OH, ozone or a mixture thereof. The ultraviolet rays have a wavelength range of 200 to 400 nm. The oxide of the elementary mercury is a chemically stable oxide of O2Ti-OHg generated on a surface of the photocatalyst by absorbing ultraviolet rays into the photocatalyst and exciting the ultraviolet rays, thereby reacting the excited ultraviolet rays with elementary mercury or mercury oxide.
