PURPOSE: An apparatus and a method for radiating an electromagnetic wave energy level transition activated by light incidence is provided to obtain light of a desired color by using an economic method. CONSTITUTION: The second light is activated to radiate a color of the second light different from a color of the first light. The second light has an energy level of changed electrons to radiate the second light by activating the second light source. The electrons of the second light source have an energy level higher than an energy level of a natural state or a stable state. The energy is radiated when the electrons returns an unstable energy level to the stable energy level.
