A universal programmable controller and a programmable motion controller using the same is provided to reduce a device development period by compiling a program using a high-level language by an assembler source program. A universal programmable controller uses a PLC(Programmable Logic Controller) and a microprocessor to control the operation of various industrial devices. A ladder logic source program memory(12), an assembler source program memory(11), a system memory(13), a data memory(14), a peripheral device connecting circuit(15), and an I/O circuit(16) are coupled with a CPU(Central Processing Unit,10). One CPU time-division-performs a ladder logic source program, an assembler source program, and peripheral device control programs, at the same time.
