An apparatus and a method for converting terrestrial DMB streams, and an apparatus and a method for transmitting the terrestrial DMB by using the same are provided to convert a part of the first stream into the second stream and supply the converted stream according to user's request when a service, in which a starting time and an ending time of a video stream and an audio stream and a switching time of a screen are only correct, and lip-sync is not correct, is supplied, thereby providing terrestrial DMB services of various forms capable of satisfying viewer's desire. An apparatus for converting terrestrial DMB(Digital Multimedia Broadcasting) streams comprises the followings: a PSI(Program Specific Information) extraction unit(41) which transmits the first inputted stream to a time code extraction unit(44) and extracts PSI information in the first stream; a PSI analysis unit(42) which analyzes the PSI information, extracted from the PSI extraction unit(41), and obtains configuration information of the first stream; a PSI modification unit(43); the time code extraction unit(44) which extracts time code information in a corresponding stream of the first stream, transmitted through the PSI extraction unit(41), by using stream information to which a time code, received from a user, is inserted; a time code modification unit(45); a stream removal unit(46); and a stream multiplexing unit(47) which multiplexes a PSI information stream, which is modified in the PSI modification unit(43), and the first stream in which a specific stream is removed by the stream removal unit(46), and the second stream in which a time code is modified by the time code modification unit(45).
