A coding method for improving picture quality by using flexible macro block ordering based on cyclic FGS(Fine Granular Scalability) is provided to improve the picture quality of a region of interest by transmitting information of a corresponding image region while varying a recursive scan frequency when the image region is coded by virtual rings and decoding the image region. Initial information including the number of virtual rings representing a region of interest, the thickness of virtual rings represented as an image block, a recursive scan frequency and a start position is confirmed(101). A first virtual ring region to be coded is set by using the start position and the thickness of virtual rings(103). Coefficients of image blocks in the first virtual ring region are coded in a box-out scan order, and the number of remaining virtual rings is changed when the coding is finished(104). The recursive scan frequency is confirmed and the thickness of virtual rings is added to the first virtual ring region so as to set a next virtual ring region to be coded(110). When coding of the entire region of interest is completed, left-over regions are coded.
