Systems and methods can be implemented to remove toxic emissions from the exhaust gases of a thermal combustion unit. Reducing sulfur oxide emissions from the thermal circulating fluidized bed reactor 10 may include treating the exhaust gas unit using a wet dust collector 12. The wet dust collector may include a gas phase dust collector, a liquid phase dust collector, and a gas-liquid phase dust collector. In addition, toxic emissions can be reduced from coal fired units such as pulverized coal units or circulating fluidized beds. Particulates can be removed from the thermal combustion unit. The exhaust gas may then be treated with two or more continuous wet precipitators 22, 24 to produce low sulfur exhaust gas. In addition to sulfur oxides, various toxic emissions such as nitrogen oxides, carbon monoxide, arsenic, beryllium, cadmium, hydrochloric acid, chromium, cobalt, hafnium, lead, manganese, mercury, nickel, selenium, benzo (a) pyrene, and combinations thereof This can be removed. These systems and methods provide improved levels of toxic emissions that go beyond the techniques currently in use.
