A flat panel display device, a manufacturing method and apparatus and an image quality control apparatus and method thereof are provided to enhance image quality by compensating for the boundary of mura and non-mura regions. An inspection unit(61) detects the boundary between mura and non-mura regions after a first mura compensation for compensating the mura region. A memory(53) stores first compensation data for compensating the mura region and second compensation data for compensating luminance of the boundary section. A first mura compensator modulates data of the mura region by using the first compensation data in the first mura compensation. A second mura compensator modulates data to be supplied to the boundary section, into the second compensation data. A memory writer(54) writes final compensation data, which is obtained by summing the first and second compensation data, on the memory.
