A method for simplifying scanning for handover in a portable Internet system is provided to reduce the number of times of scanning by enabling a mobile terminal to obtain the service level information of each neighbor BS(Base Station) before handover and to execute scanning for only an associated BS if handover is required. A mobile terminal for simplifying scanning for handover in a portable Internet system comprises an RF processing part, a central control part, and a modem part. The RF processing part transceives RF signals with BSs. The central control part controls a scanning function and a neighbor BS information collection function. The modem part modulates or demodulates signals. Before handover is triggered, a serving BS collects the service level information of each neighbor BS through a backbone message. The serving BS broadcasts the collected service level information through an NBR-ADV (Neighbor Advertisement) message. The mobile terminal, receiving information of the NBR-ADV message, selectively carries out scanning on the basis of the present service level.
