A wavelength converter integrated with an optical waveguide and an optical modulation electrode is provided to use a cheap laser diode as a pumping input light source and to perform optical modulation and wavelength conversion on the same chip by making a quasi phase matching period in nonlinear crystals where the optical waveguide is formed, and then forming the electrode. A wavelength converter is composed of wafer ferroelectric crystals(101) that are nonlinear media; an optical waveguide(102) through which the light source input to the ferroelectric crystals passes; an optical modulation electrode(103) for modulating phase by an electro-optics effect of the ferroelectric crystals; and at least one polarity conversion pattern(104,105) formed in the ferroelectric crystal and changed periodically. The optical waveguide is branched off. The optical waveguide has at least one Mach Zender structure for converting the phase by applying an electric field to the branched optical waveguides and thus modulating output power.
