An apparatus and a method for displaying a background screen image changed by weather are provided to provide a funny and dynamic visual item onto a background screen of a terminal so a user cannot feel bored. A sensor unit(110) measures at least one predetermined weather factor. A memory unit(120) stores multiple background images and multiple visual items for indicating a change of the weather stepwise according to the weather factor measurement value. A controller(100) configures a background screen by including the visual items corresponding to the weather factor measurement value and the background images. A display unit(130) displays the background screen image configured by the controller.
