A device for polishing a transparent or a semi-transparent glass, and a manufacturing method thereof are provided to obtain uniform polishing efficiency by supplying water only without an additional abrasive agent. In the device for polishing a transparent or a semi-transparent glass(20), the plural holes(10) are perforated uniformly at 10~80 percents of the whole area for the wheel or the pad-type device formed of sheep wool. A polyurethane foaming agent(30) with a filler selected from a group of cerium oxide, green carbide, carbon, silicon carbide, alumina, white alumina, and a diamond is filled at the inside of the holes.
