A wireless communication system, a radio base station, a wireless communication terminal, a radio communication method, and a computer-readable recording medium storing a program for a wireless communication system are provided to increase the number of maximum simultaneous connections within a communication available range of a communication frequency and shorten a waiting time of radio communication. A radio base station receives neighbor information from a different base station, obtains transmission output information and time frame information, calculates a radio wave distance a free space loss from the transmission output information, and calculates a radio wave distance by using the transmission information as a parameter(S1). The radio base station receives a connection start request from a wireless communication terminal(S2). When the radio base station has no choice but use the same communication frequency as that used by the different radio base station, or when it has not choice but use a slot repeated with the different radio base station(S3), the radio base station calculates the free space loss and calculates the radio wave distance(S4). When a ratio of the radio wave distance to the wireless communication terminal is smaller than or the same as a pre-set adjustment threshold(S5), the radio base station transmits a signal including an output control notification that requests the wireless communication terminal to lower a transmission output to a certain output level to the wireless communication terminal(S6). After the radio base station and the wireless communication terminal are prepared for wireless communication at a transmission output of the controlled output value, the radio base station allows the wireless communication terminal to establish a connection(S7).
