A biodegradable polymer capsule containing retinoid is provided to increase stability of retinoid in hydrophilic cosmetic formulation and improve skin permeation of retinoid at skin application by capsulating with the polymer biodegradable by microorganisms or enzymes. A biodegradable polymer capsule contains 90-99.9 wt.% of a biodegradable polymer material and 0.01-10 wt.% of retinoid, wherein the biodegradable polymer material is hydrophobic aliphatic polyester having average molecular weight of 10,000 to 1,000,000g/mole; and the retinoid is selected from retinol, retinyl palmitate and retinyl retinoate. A method for preparing the biodegradable polymer capsule comprises the steps of: dissolving the biodegradable polymer material in solvent to prepare biodegradable polymer solution; dispersing retinoid in the polymer solution; emulsifying the retinoid-containing polymer solution in the presence of a dispersion stabilizer; and removing solvent from the emulsion.
