A powdered superplasticizer is provided to enhance the field application of recycled aggregate concrete by improving a slump loss of concrete, and reduce equivalent shrinkage strain of concrete. A powdered superplasticizer for forming a recycled aggregate concrete composition is prepared by the steps of: mixing 100 parts by weight of a granule-type blast furnace slag with 20-34 parts by weight of a high-performance water-reducing agent; firing and drying the mixture; and grinding the dried material into powder having an average particle size of 8 micron and a fineness of 5,900-6,300 cm^2/g. A recycled aggregate concrete is obtained by mixing 5.0-7.5wt% of the powdered superplasticizer with 100wt% of unit cement.
