PURPOSE: Provided is a high functional cosmetic composition which contains an extract of Ephedra sinica Stapf, and exerts whitening, wrinkle preventing and anti-aging effects. CONSTITUTION: The high functional cosmetic composition comprises 0.0001-5wt.% of an extract of Ephedra sinica Stapf, which is extracted using a solvent of water, absolute or short chain alcohol with C1-4, ethyl acetate, chloroform, n-butanol and 1,3-butylene glycol. A cosmetics with the cosmetic composition is made in the form of a skin lotion, a nourishing lotion, a nourishing cream, an essence, or a pack.
