A sintered cermet that satisfies the same as or higher levels of both wear resistance and impact resistance as compared with an existing cermet using a rapid cooling process in an inert gas atmosphere during cooling after sintering is provided. A high toughness titanium carbonitride-based cermet comprises 45 to 65 wt.% of titanium carbonitride(Ti(CN)), 6 to 10 wt.% of nickel(Ni) and 6 to 10 wt.% of cobalt(Co) as major constituents, and 10 to 20 wt.% of tungsten carbide(WC), 7 to 10 wt.% of molybdenum carbide(Mo2C), niobium carbide(NbC) and 3 to 6 wt.% of titanium nitride(TiN) as additives, wherein a volume fraction of a hard phase formed as a solid solution phase in a hard phase from the surface to a depth of 1,000 mum in a micro-structure of the cermet is 70% or more. The solid solution phase is formed of (Ti,W,Mo,Nb)(CN).
