An artificial fishing bank block and an artificial fishing bank are provided to easily spread small creatures by flowing the water in the irregular directions and to prevent a net from being hung. The artificial fishing bank block(10) is composed of a body(12) formed like a horizontal ring by forming a hollow part vertically perforated in the center and provided with upper and lower surfaces formed like a plane or a curve and a support member(13) formed in a cylinder or conical shape at the upper or lower surface of the body. The body has an annular groove(15) horizontally formed around the outer periphery of the lateral side. The adjacent support members installed at the block coming into contact with the lower side in stacking the blocks are inserted into the hollow part of one block stacked on the top. The body and the support member are made of soil concrete consisting of an admixture including lignin, a water reducing agent, a surfactant, moisture, and calcium, soil, and cement.
